Base bots disadvantage broken

So when you have an advantage against the base defender doesnt the bot combat power decreases? Is it only with certain mods that don't decrease their power when you have an advantage.
Example: 1200 bumblebee vs 1300 grindor. Grindor combat power should decrease by a 100-200cp. But it doesn't decrease at all it just stay the same. Am I'm missing something here. Help me to understand how mods r helping them not to decrease cp even there at disadvantage.
