Forge Fodder still locked in AM

I'm trying to forge one bot into another, but the bot I'm trying to use as fodder was used in AM. The map is finished, and I have released my bots. I'm able to use them in raid, story, arena, away missions, etc. But for some reason on the forge screen he's grayed out, and I can't forge him into my other bot. This seems wrong.
And yes, I triple checked. The map is done, my bots are released, and they're not currently engaged in any other activities.
