Who gets completely new ability when RANKing up?

This tip is displayed on the loading screen since very early, but I can't seem to find any bot for it. Isn't it for getting sig awaken? Ranking up a bot only makes him/her more powerful but no completely new ability is gained. Or am I missing something?

    I always thought that they meant the S3 for 1*-3* bots

    Ratchet on rank 1 has repair, higher that that has self diagnosis

    Thank you. Now I see Arcee doesn't proc headshot on range attacks until her S3 is unlocked.

    Ultron is the only bot I can think of that gains new abilities on rank up... :)
