Galvatron doesn’t get Plus Armor pierce and damage from Seeker Synergy

Hello,
I noticed today that Galvatron is the only decepticon that doesn’t get the Plus % damage and armor pierce when paired up with RamJet and Starscream, but all the other decepticons gets this bonus if paired with these two bots.
Is this a bug or an oversight?
