how do I use the signature ability?

Can anybody explain how the signature ability upgrade program works?
Is it only for new characters? I tried with maxed out ones but doesn't work.
Please let me know guys and a big THANKS in advance.

    From the bots screen, select a character and choose the "use items" option. If they qualify for any programs you own, they'll show up.

    your bots have to be awakened already (the silver stars) for them to show up like drake says.
