Possible Starscream nullify bug vs. Soundwave

Okay, I had the fun of playing Soundwave against Starscream. After I hit him with a heavy, he got me with a ranged attack and nullified my power gain. No matter how many times I hit him back with another heavy, I never got the power gain back. This lasted through the whole round. I did hit Starscream with a special 1 and then a heavy with same results.
Next, I played Starscream against Soundwave. I was expecting the same results above. However, after one of my ranged attacks nullified Soundwave's power gain, another heavy to me started it up again.
Not sure which way is expected in the game, but I would hope it would at least be consistent.
