Example: does forging say a 3* megs with level 20 sig into a 4* megs with 5 sig level, affect the 4* sig level?

Sig ability only goes up from getting a duplicate from crystals, or from the signature programs.

Forging only increases forge level. Forge level only affects basic stats, not abilities.
