Pierce Armor Mastery Question

I am looking for clarification on the Pierce Armor Mastery description. It says, "Armor penetration has no effect against enemies with zero Armor or less." Is the Armor its referring to the Blue Armor Icon buff? Or is it a ability only specific bots have?

    Armor penetration is applied to either enemies with armor buffs (blue icons or Primal yellow) or natural passive armor such as Grindor, Movie Megatron etc.

    Actually, do some bots have base armor (not the buffs) to reduce damage by default?
