Clarification for Kickback's power drain

From what the description says, it looks like they're supposed to stack?
If so, I don't think it's working correctly. It mentions more than once "___ for every power drain inflicted"... or something to that effect.
Did I understand it incorrectly?

    They do stack. It's easy to see the debuff counter as you attack, particularly when you launch an s2

    I think they only stack to 3 with normal attacks though? Higher if using sp2

    Yeah 3 is the max, with sp2 it can reach 5 or 7, a good strat for kickback is to build up 2 and 1/2 power bars, connect a sp2 to get 5 stacks then connect a sp1 to convert them into a 5 stack shock. Enforcers synergy makes them last longer.
