Why can I never revenge?

It seems this option just doesn't work anymore. I haven't been able to revenge in weeks. Are shields that popular?

    No, it's not just shields. I've tested this with alliance mates that just raided me and revenge failed without shields being used.

    If you repeatedly spam the revenge button you can get it. I used to do this all the time when folks were using mods to raid. I would spam it until I got my revenge and chips back.

    Because Kabam is trying to educate everyone revenge is not the best way to resolve disputes.

    Same here. I suspect if they are 'busy' (rearranging their base defence or on another raid etc) they may not be available? But it does seem to happen a lot.
