Update notes regarding aggression of AI

Hello everyone,
In the update notes it is mentioned that:
Tuned down aggression of Enemy AI in harder content
Where exactly does this apply, and what exactly is meant by it? I guess it doesn't apply to the arenas. Everyone I have asked says it is harder for them than before (they were hard enough as they were). The amount of dodging and reaction times are very frustrating, to the point that I believe many players could get fed up with playing the arena. If harder content refers to arena after a 20 win streak then please keep what was promised!
