    I just accept it as is. Q-bases are randomly set up. But I never see more than two same bots either.

    Quintessons do not have the same restrictions that Commanders do, and are able to field multiples of the same Bot and Mod. They will have access to a wider range of Bots and Mods very soon, which will reduce the chance of seeing duplicates in the future and will provide more variance in the bases that appear.
