Opponents blocking specials after combos

This happened in mcoc too. I know, different games but it's a huge problem, especially with the new revive costs.

Is this a bug or is it working as intended?

I know there's a thread about this and heavy dodging but opponents blocking specials after combos is worse though, at least for me. Curious whether this is device specific too.
