Mixmaster Special 2 - No Burn Proc

As stated in his Special Attack 2 description " 70% Chance to inflict burn...".
I have not seen a single burn in over 30 times that I've tested this Special Attack.
Please double check to see if it's working correctly.

His second special attack no burn.

He has like one of the lowest if not the lowest atk in the game, I hope this gets fixed soon.. or just make him better?
