Starscream SP1 not triggering ranged buff

as title - ranged buff only triggers sometimes, description is either wrong and it activates x% of the time without it saying, or it doesn't always activate. Fix please

    Though not stated in-game, Starscream's Bot Intel Report says it's an 80% chance the ranged buff will trigger (or not). It probably should be put in his in-game ability info at some point.
