Bonecrusher/Megatron synergy bugged

I have a 3* Megatron and 4* Bonecrusher, and Bonecrusher states his synergy gives Megatron a 80% chance to stun at 20 impair charges. However, it's only activated twice and both instances were almost two weeks ago. Any help is appreciated.
