The fix is getting the right leveled Bot. There shouldn't be an expectancy of anything else.

I was trying to dupe my ratchet I’m afraid this isn’t going to get resolved and I will hav to submit multiple tickets. My initial ticket yielded a response of three paragraphs about drop rates. I’m not feeling confident

No. Just no. Players spent 20k generations chips and got a 4 star bot. Not giving those players a 5 star and keeping it in the store so they can try to spend another 20k to get the 5 star is not an option.
And no, I didn’t buy one of those as I don’t have 20k chips to spend.

Please try to provide the missing 5* Ratchet's until the Level Event to not increase the problems.

10% every time. You should get Ratchet of course. Dupe can be done with awakening program.
