How are alliance event rank percentages determined?

Do alliances that don't qualify for rank rewards count as part of the pool for determining the percentages or is the percentage based on only those qualifying for rank rewards?
For example, does 51-100% mean 51-100% of all the alliances that gained more than 0 points, or is it only 51-100% of all alliances who also met the threshold for rank rewards?
Also, is there a region split like arena or is it global?
The reason I ask is that my alliance ranked 51 and 59 on the leaderboard for a 3 day and 7 day event, but the percent rank was 51-100%. It means less than 2000 people received rank rewards.
This seems awfully low, the only reason I can think of is that thresholds to unlock rank rewards are just way too high or something.

There is no good reason for them to exist. At least make them something low like the very first milestone of any event, just like arenas.
As it stands, most alliance events require all or most of the milestones to be cleared to qualify for rank rewards. Some of these events are tough to qualify for even in top alliances, such as raid ascent.
This sucks for newbie alliances and deprives them of much needed resources to progress..
No wonder they aren't motivated to push harder.
It does need some kind of rework. Namely a very low qualifying threshold, much like arenas. This way it will increase the rank reward pool, more players will gets resources, which in turn will motivate them to put in more time and effort.
The old rank qualifying barriers for alliance events are antiquated and have never been truly updated since beta.
They were in place to ensure progress was throttled enough not to give beta players an insurmountable advantage over global launch.
Feels like they have been forgotten, but they definitely need attention @Kabam Miike. It's long overdue to loosen the grip on these qualifiers for the good of the player community and long term health of the game.
Because they have been ignored for so long, they are now throttling the progress of new players and alliances, alienating them from the game.
More inclusion is necessary to increase player retention.
