Full Mettle Mastery lvl 3 seems to be off

I have the Full Mettle Mastery lvl 3, but it seems the armor only works with 90% healt. Is this only a visual problem or it actually does not work?

    I think that’s been a bug since the dawn of time. Well, ever since there were masteries.

    Almost pretty much the whole time. I don't use that mastery because it barely works.

    Yeah it is bugged. Level 3 should remain till 85% health but ends at 90%. However if you start the fight between 86% to 89%(in story or AM) then the armor is there. But it is gone as soon as you get a single hit from the enemy.

    Easiest fix would be to change the name of the mastery to Two-Thirds Mettle.
