Soundwave Debuff?

I have noticed that my 3 star Soundwave is physically incapable of filling his 3rd special move bar after the 2nd one is filled. Only the enemy’s attacks make it barely rise. Is this supposed to happen or is it a problem? I want to be able to use the 3rd attack.

    You have to land a special 2 for power gain to goto 3

    He also won't fill the first two bars unless you land a heavy (or get hit)

    And to clarify. Soundwave(like Arcee used to be with needing crits) does not build power attacking. He only builds power hitting with a heavy attack, which will get him to SP2 or a SP2 which will take him to SP3.ryfqwpmx7e91.png
