Arcee Bug?

So I have been playing around with Arcee a bit and I notice sometimes her normal attacks wont generate power when attacking. Anyone else feel this way about Arcee's attacks?

    Apparently she only generates power on criticals or when being hit. I don't care for it, makes her too reliant on her S1 since she can rarely charge higher specials.
