I recently discovered that Megatron’s impair charges are capped at 99. Is this by design or is there a technical issue that caps it at 99?

I came across this why fighting primal with the barricade synergy.

Probably by Design because if there was no cap then Megatron's damaged could become the be-all-end-all in this game.
