They shouldn't exist as a requirement in the game anymore but they do since the update:

It's been needed for the 4* mods since I've had them. Before this update. But they did say previously that the mods would be t1 only.

Yes, when can we start ranking up our 4 star mods, they all require tier 2 sparks but you cannot get them, you don’t ever offer any of them
