5* bot synergy clarification

When it says it applies to "lower tier bots" is it referring to the bot rank, or bot *s... I seem to be having trouble activating them, am I missing something? The impression it gives me upon reading it is it'd apply to any bot under 5*s...can anyone clarify this for me?
