Has Prowls sign been nerfed?

Prowl has always been my #1. He's 5/50, forge 100, and sig 27. Since 25 I've been able to charge the melee buffs to 10 and get just iver a full bar of power with one solid set of melee hits....but today that's no longer so. He's my raid team regular...NEVER raid without him and Grimlock, and I had to be I to my 2nd melee string before a full power bar came along.

bot affecting this....it was constant over 3 raids.
Any ideas?
