Are skillsets' descriptions wrong?

Take my Ratchet for example



Skillset says that when Ratchet goes alt-form, he heals 7.62% of Max Health for over 10 seconds. Let's make calcs:

1207*7.62%= 92.33

So in theory, if my Ratchet should heal 92 HP per second, then why he only heals 5 HP per second? Not to mention that Ratchet NEVER procs his "100% chance to decrease 14% Attack for 10 seconds" despite going alt-mode/he hits with Heavy.

If your bot only has 1207 hp the total heal is only 7.65% of his total health not 7% per tic
So only .765% of your total health per tic

And yes the debuff thing has never been there not sure if not working or just worded wrong
