What's the process in determining a bots abilities?

How does the team go about deciding the abilities of new bots?
I've noticed they're getting more and more thought out as compared to the core team of power and armor buffs.
The Autobots seem to have more tectical abilities vs the cons that have brute Force abilities..
Just curious.

    I can imagine them sitting at a LONG CRAPS table (if you’re too young to know the gambling game sorry) and on both dices with abilities listed on them they just fling the dice across the beautiful soft felt and what ever it land on it lands on! Kabam mike then yells “ YO ELEVEN”

    Ps. This is also how they decide on the fixes and bugs for the game. It just keeps landing on snake eyes! Lmao! (Pps I’ve never played craps just thought the imagery was funny)
