A few questions about the leadership synergy

As the title said I have a few questions about it...obviously it is very unclear to me

1: what does it mean by lower tier?

2: do all 5* bots have it? Cause every 5* I've seen has it

    all 5* bots and 4* bots or below are lower tier

    And before you ask:
    * they don't stack
    * some of them (Jetfire, etc) are wrong in the description. They follow their respective class that's all. With the only exception of starscream.
