How is the Defender Base Rating calculated, and why is it so broken?

I don't know how it's calculated, but it's definitely buggy. My defender rating can go up after unequipping a mod, and goes down when I reequip it. I took all the bots and mods off my base except for my 3,721 rating Prowl, and I was shown a defender rating of 3,369.
What's happening?
