    I am in lvl 14 but the command centre raid centre and the alliance help centre is still locked eventhough i am lvl 14

    A couple restarts will fix that.

    Yeah, just restart the game, make sure you are online and can login with Google Play if you are set up that way. Also be sure the game is updated.
