How to unlock to elite daily and elite 4 hours crystals

I recently unlocked the elite daily and elite 4 hours crystals and have no idea how I did it. Can someone please tell me how this happened. I recently just initially clear act 3 and started act 4.

    You must be level 40, it seems. The elite daily crystals unlock at that level.
