Soundwave and power-rate

How exactly does power rate buffs affect soundwave? Such as the up coming 20% power rate buff with megatronus and megatron (G1 &/or RotF)? Does it increase his gradual gain or just on getting hit?

Both. If sitting on a tech console, he charges like crazy.
