When does IH's "obliteration" trigger and how is it like?

His sig reads like "he has a chance to instant KO the enemy with any of his specials", that's too cool ... but I've never seen it.
I myself don't have a duped IH (I get a 2* IH just yesterday and he is the last 2* I can get) so I can't experience it. Sometimes, enemy IH shouts "I will tear you apart" but I'm never KO'ed instantly. So ... what is it like to be obliterated?

    He does about double dmg when he says that and it triggers

    It's crit hit based dmg, it's 50% activation, and at lvl 100 sig it does +600% crit damage from the special it's used on.

    OK, so it's just a buff for playing a word like that.
