IH Power Hold Node Broken?

This may be old news, but I have to think others are having the same issue. Twice on the IH node where he is supposed to hold his power until SP3, he hit me with a SP2. This last time it was with OGMT so there was no power control. After he reached 2 bars of power, he unleashed.

Is this a known bug and they are just not fixing it? Or is it new?
