This post is really just to generate discussion about all the best bots, not simply situational, but in general. Because all bots can be used when you have enough skill, but I wanted to see what people would say would be the best bot when max duped and forged, and used in any situation by someone who knows what they're doing.

Eh, at least it's respectable, unlike @Gunz0 who picked Barricade.
Definitely. Ever since that buff, that SP2 is a monster, especially when you hit a SP1 immediately afterward. He's my best bot as a 4*, and I have the 5* version ready to use as well.
Barricade is superior to kickback any day. I love his backfires and damage. Though kickback is better for raids, i like barricade better. I like all scouts besides windblade by the way. If not barricade, then prowl for sure.

I love playing Windblade & have her maxed as a 4*. She is a Nanojack Killer. But she is a Glass Cannon. Easily beatable in story & Special Mission modes against good bots.
Barricade is my 2nd most powerful bot & Backfire is one of his greatest attributes. Plus when you successfully connect on an SP2, you steal enough power to immediately use an SP1. Evades Attacks after getting hit by Heavies or specials. But I get why he is not liked. Like Windblade, he is a bit of a Glass Cannon as well.
G1 Bumblebee is tailored-made to crush Nanojack. Rapid Power Gains make him a nice attack bot, especially against Techs. But any Bleed or Burn Specialist will wreck him.
Not sure what to make of the recent Sideswipe boost. It at least elevated him as a Scout. His evades are great & he has a great power gain. I just can’t put in the upper echelon of Scouts.
Kickback has a nice assortment of debuffs at his disposal. T-Clog Malfunction, Power Leaks, Bleeds... and he is very easy to use. Tech killer. But he is susceptible to bleeds & burns.
Jazz is a smooth operator. Confusion is a great equalizer, enabling Jazz to evade Specials. The SP3 initiates Permanent Backfire, and the SP2 locks an opponent’s SP3. He is great to use against Warriors.
Prowl... I get why he is a favorite. Powerful SPs, great Attacks... really an excellent bot to use. I’ve even watched him beat Shockwave when Prowl was on Low Health. He can be countered by Bleed Bots, though, and His Attacks have trouble against NJ’s Shields.
Cheetor is the Top Scout, even though he is more of a Hybrid Class bot. Nanojack-killer, Block heals, can’t get Power Drained, Feral Strike is his sig... he may be one of the few bots good against any class of bots.
Utility wise it's Definitely Prowl and Cheetor.
Not bringing either to AM, so it doesn't really matter I suppose?
Any of these bots would serve as great workhorses in any of the existing game modes. In fact I can think of a player in every top alliance who uses at least one of these bots with during Alliance Missions (except Sideswipe, who is still too newly rebalanced that nobody has him max forged or ranked yet).
Now if we're talking about a popularity contest, I would probably say that Prowl is probably the most popular choice, simply due to his accessibility in 5 star crystals early on, but that doesn't make him the best. He's got a wide-range of utility for sure, but he also doesn't have any DoT effects either, so he doesn't really finish fights as quick as someone like a Windblade who will bleed a bot out faster than probably anyone. Then there's synergies to consider, which can definitely elevate one bot over another (Cheetor, Jazz, Prowl, and Windblade definitely get a boost there, while Barricade doesn't really get much of anything).
So it will always be a matter of finding the right bot for the right job and that's the way it should be.
With that said, maybe some better (and more specific) polls in the future could be ones like, "who is the best scout bot against Cyclonus in AM?" "Which scout would you use to take on AM Megatron?" etc.
I think having polls that address specific situations would definitely be more fruitful.

Another cool thing about her synergy is the team it makes. Matched with Bludgeon and Dinobot (subbing in Tantrum when needed), the three of them can take just about any raid set up. Bludgeon literally can tank just about anyone, especially good also for Megatronus and melts all the scouts too. Dinobot can shred every brawler and most warriors--I use Tantrum for shutting down Bonecrusher. The other scouts have synergies for specific things, like Cheetor's Beast Wars synergy for negating debuffs, but her swordmaster is a massive boost to every attack she makes, and the benefit is doubled when paired with two swordmasters like Bludgeon and Dinobot. Being able to regularly put out 4-8k basic and heavy hits is cool but those SP1s and SP2s that dish out 15k+ almost every time, for me at least, puts her way ahead of Prowl's SP2 for damage output.
No other bot can take down ROK Mixmaster faster than him, even maxed out Tronus.

Barricades Backfires are no joke, even stronger than Scorponoks i believe. Barricade is really underpowered hence why i suggest a buff that makes him a bit better and more notable, but not Overpowered.
Love barricades power steal too, really comes in handy in tricky situations.
Crits are also nice.
Prowl, cheetor, and jazz are the next scouts who i consider fantastic.
