Battle center not build yet

Two of my allies is on level 11 and the battle center is not built yet and it says built at level 7? Anyone know how to fix this?

    Have they finished their first raid yet? It should open up after that, but if that's not the case, we can look into it!

    The Battle Center says it requires level 7, and I am level 10 and I have the Mobile Command (which says it reqs lvl 10). I have done a raid on someone else's base, but I still don't have the Battle Center structure built in my base.
