    Prowl's evade procs is a bit higher rate as Jazz... I think you're just not activating as much as Jazz or have him as leveled up as Jazz. Prowl evades can occur at any time during a fight where as Jazz is pretty much limited during a SP. It's true the evade can throw you off but used as case against Jazz...not sure that is warranted when the other choice is Prowl
