His attack & bleed damage is not going up because his Titan charges are not working at all. Damage stays the same always unless you have star seeker activated.

I tested a fight and recorded the values per bleed tick. At 20 charges I was seeing 80 Bleed per Tick and at 40 charges I was seeing 80 Bleed per Tick.
From reading Necrotronus' passives, it says that each Titan Charge will increase his attack by 1.3% (Although in the Bot Intel Report it says the max increase will actually be 1.5%!!!)
But let's just say that we are basing the numbers off of the value shown in the game, 1.3%.
It also states that once Necrotronus hits 20 charges and moves into Overwhelming Power, he will gain another Attack Boost.
I started the fight with 3137 Attack and I have Deep Wounds ranked at 5 and Star Seeker ranked at 3.
Let's assume that the increased Attack from a combo (Star Seeker) should also add to the amount a bleed tick should do.
However my calculations are just taking account for the added Attack for each Titan Charge and the amount of extra time the Bleed will last because of Deep Wounds. I am unsure about how much Attack is added for just being in Overwhelming Power so I didn't add that into my calculations either.
At 20 Charges : (((3137+(3137*(20*1.3%)))*30%)+(((3137+(3137*(20*1.3%)))*30%)*30%))/((6+(6*30%))*2) => 98.8155 Bleed Damage per Tick
At 40 Charges : (((3137+(3137*(40*1.3%)))*30%)+(((3137+(3137*(40*1.3%)))*30%)*30%))/((6+(6*30%))*2) => 119.206 Bleed Damage per Tick
Considering that my calculations are way above the 80 Bleed per Tick shown in the fight, it seems as if either
A. There is actually no Attack being added to Necrotronus for each Titan Charge which in turn means that his melee/range attacks are not being increased in damage as well as the bleed ticks.
B. His Attack is actually increasing but his bleeds are only causing damage based off the initial value you start the fight with.
Putting the bleed aside, if his Attack isn't increasing per charge, that seems to defeat the whole purpose of his Titan Charges.
@Kabam Vydious , @Kabam Miike you should look in to it
Good thing I didn’t rush lol
Here is a snapshot from my R5 Necrotronus displaying only 1.3% attack increase per charge where the intel report displays 1.5% attack increase... Although, if the attack isn't getting increased at all at the time then number doesn't make a difference yet.
Oh no...
Yeah, but it only lasts for 10 seconds. Maybe he can’t handle the heat.
He definitely cannot handle the heat. He burns himself.....
