Does leveling up shorten the recharge time of arenas?

One time leveling up 1 shorten about 2 hours, but the next time does not shorten.
One time leveling up 8 shorten about 6 hours.
What are the rules of recharging time?

    I think 5 levels and above will speeds up the recharge time. Rank up is definitely.

    Any of these upgrades to your bots do the trick:
    Level up
    Forge
    Rank up

    I'm not sure it works for sig upgrades, though, as I didn't pay attention to that.
