You seemingly don't have any mods that aren't 4 stars so you can't forge. When you get a 1. 2 or a 3 star mod you can forge

But I do have 2 and 3 star mods.

Common issue. Send a ticket to support and they will give you a 1* mod. That fixes the issue. Don't forge that one.

there's a bug where if you don't have a 1* mod in your mod roster, you can't forge. Lucky for you, tomorrow is the base bounty arena - hit the first milestone; you should get a 1* from the mod crystal.

Just wait for the mod arena. You get a 1* mod from that. Never forge it so you won't run into the same problem.
