Bio: Perceptor is one of Cybertron's higher-ups when it comes to information. He has served a major role in the Transformer's second and third years of warring on planet Earth, pointing out their serious tactical deficiencies. All in all this bot brings a needed amount of intelligence to a team of those fighting for the freedom of all sentient beings

Perceptor analyzes his opponent, much like Wheeljack, having a small amount of time to get a Buff, Debuff, or other temporary modification which is made in particular interest to deactivate his opponent. Can be deactivated by a Heavy or Crit.
Signature Ability - Insight Perceptor knows exactly when there is a tactical deficiency
Perceptor has an unlimited amount of Insight he can gain on his opponent, but it does become obsolete data if done too much. It rises in 5% increments every 10 seconds. Insight gives Perceptor a more specific buff, debuff, or other modification that would be in favor of his success. i.e. If the bot is predisposed to have a significant damage against Burn, Perceptor's Insight would specify towards Burn use on his heavy attack, but not have a 100% guarantee. The highest will be 85%.

Special 1 – Microscopic Perceptor uses every minuscule advantage in his environment to get the upper han-, er, servo.
Perceptor transforms into his microscope/telescope form and fires a tactical laser from the focusing lens.

Special 2 - Telescopic Perceptor knows being a stationary tool isn't the best idea. Luckily, this G1-inspired version is a triple-changer.

I would like to here an example on how Insight functions. Like say he's facing Galvatron, how would Perceptor counter him. That way we would be able to determine strong match-ups.

•Jazz His high Critical Rate and his Heavy can remove those temporary modifications. What makes Jazz more punishing is that he has confusion in his Heavy
•Tantrum: He can Purify those Modifications if he's in a Frenzy.

•Robot Resource: The more Power and Resources that Perceptor has, the more Modifications he can develop, creating an equation for success.

For Tarn, I feel like those Nuke Charges should last longer due to the fact that you need 3 Charges to cause a Meltdown, but each Charge lasts 4 seconds. Maybe permanent until 3 charges? Also for a Permanent T-Clog does it stay with the Opponent for the rest of the fight? Or does it stay until the Opponent transforms? All in all, I do appreciate some ideas here such as the T-Clog which focuses on his Transforming Addiction that he has in the comics. The Wispering Death sound unique, messing up the controls dies sound errotic, but it could be possible.
For Hardshell there's no flaws I see besides the Tox-En. I don't really know what it means when it says "permanent drain on Power and Health". Does it drain Power amd Health for the rest of the fight? Also, Tox-En should be damaging to Hardshell, since it did weaken him in the show as well. But I don't want to drastically change your idea. One thing I really like is the "Sign of Weakness" Passive, it sounds pretty unique and can do well against Ranged Bots.
One thing I would recommend when building Builds is to use something to distinguish each section such as Bold or Italics or bullets. This makes it look more organized. If you want examples, look at @SparkShredder ,@Optima1P or my builds.
Bio:
A ruthless Bounty Hunter, Lockdown is only loyal to those that pay him the highest buck. Most of the time, these employers turn out to be Decepticons, causing Lockdown to be a painful thorn at the Autobots' side. Not that Lockdown cares, since he always finds his target and gets paid. Be warned though, for once Lockdown is set to hunt someone down, no one, no Autobot or Decepticon, would dare to get in his way, because once they get in the way of Lockdown and his target, they become a target.

•While the gun is transforming, Lockdown gains a Ranged Buff, increasing Ranged Damage by 50% and Speed for 5 seconds.
•Sniper Shot is also Unblockable and counts as a Headshot, instantly dealing 50% of Attack as Direct Damage and causing Bleed for 45% of Attack over 5 seconds
•After launching this Special, Lockdown gains a Ranged Critical Rate Buff for 6 seconds, but this can only activate if Lockdown has completed his first and second Task. Crit Rate is increased by 10~25%.
SP3: Contract Fulfilled Lockdown transforms into his car mode and starts accelerating whilst firing missles that land a direct hit on the Opponent, launching them into the air. Lockdown proceeds to transform back into robot mode, snatches the Opponent with his sharp hook and throws them across the map. The Opponent starts to get up, not noticing Lockdown transforming his face into its sniper mode. The Opponent turns around, only to be met with a bullet fired in between their eyes. Lockdown's face shifts back to normal and he does a fighting stance.
•Missle Blasts have 75% Armor Piercing
•Hook stab has a 75% Chance to Bleed for 50% of Attack over 7 seconds
•Lockdown gains a Ranged Attack Buff for the Duration of the Sniper Shot, increasing Ranged Damage by 100%

•Optimus Primal: Lockdown may have Crit Armor, but Primal will be able to out Crit Armor Lockdown. There's also the fact that Primal will just regenerate after all of those Bleeds
•Optimus Prime Mv1: Lockdown loves placing Bleeds, but Optimus' Willpower counters Bleeds, allowing players to relive that moment in TF4 when Lockdown, uh, had to split
•Scorponok: Scorponok's Daze abilities will hinder Lockdown's chances to Headshot and his powerful SP2.
Recommended Mods:
•Nightbird's Mark: High Critical Rate and Critical Damage can amplify Lockdown's Bleed chances.
•Security Module: Crit Armor plus more Armor can make Lockdown a pain to kill.

I actually never knew that guy in Animated was Lockdown until I looked it up lol. I really did like his design in animated and that RotF figure looks like a pretty good representation of it. But it wouldn't have worked for Transformers 4 since it wouldn't fit the theme of Colorless Bad Guys from the rest of the movies. If only the movies embraced the 80''s cheese and gave the Decepticons some color.
I still like Lockdown nonetheless. He's my favorite villain in the Bayformers franchise and he's definitely the Bayverse Bot I want the most in the game. Too bad he suffered from another Bayverse troupe and died in the movie he was in.

Perceptor will use a single (weaker, mind you) duplicate attribute from other bots who are strong match-ups against his opponent that will give him the edge.
OR
Perceptor is a fluid class and can modify his basic attributes to that of another class that is better than his opponent's class. As you can see, this is a problem with S-1000 and no-class Megatronus, but other than that, it's a way to increase his chances of success.

I would like to here an example on how Insight functions. Like say he's facing Galvatron, how would Perceptor counter him. That way we would be able to determine strong match-ups.

For Tarn, I feel like those Nuke Charges should last longer due to the fact that you need 3 Charges to cause a Meltdown, but each Charge lasts 4 seconds. Maybe permanent until 3 charges? Also for a Permanent T-Clog does it stay with the Opponent for the rest of the fight? Or does it stay until the Opponent transforms? All in all, I do appreciate some ideas here such as the T-Clog which focuses on his Transforming Addiction that he has in the comics. The Wispering Death sound unique, messing up the controls dies sound errotic, but it could be possible.
For Hardshell there's no flaws I see besides the Tox-En. I don't really know what it means when it says "permanent drain on Power and Health". Does it drain Power amd Health for the rest of the fight? Also, Tox-En should be damaging to Hardshell, since it did weaken him in the show as well. But I don't want to drastically change your idea. One thing I really like is the "Sign of Weakness" Passive, it sounds pretty unique and can do well against Ranged Bots.
One thing I would recommend when building Builds is to use something to distinguish each section such as Bold or Italics or bullets. This makes it look more organized. If you want examples, look at @SparkShredder ,@Optima1P or my builds.

Bio:
A ruthless Bounty Hunter, Lockdown is only loyal to those that pay him the highest buck. Most of the time, these employers turn out to be Decepticons, causing Lockdown to be a painful thorn at the Autobots' side. Not that Lockdown cares, since he always finds his target and gets paid. Be warned though, for once Lockdown is set to hunt someone down, no one, no Autobot or Decepticon, would dare to get in his way, because once they get in the way of Lockdown and his target, they become a target.

Lockdown tosses a Grenade at the Opponent, exploding in spectacular fashion for a multitude of 4 Hits. While those is happening, Lockdown's face turns into a gun and shoots the Opponent, the bullet quickly piercing through them.
•Each grenade blast has a 50% Armor Piercing
•While the gun is transforming, Lockdown gains a Ranged Buff, increasing Ranged Damage by 50% and Speed for 5 seconds.
•Sniper Shot is also Unblockable and counts as a Headshot, instantly dealing 50% of Attack as Direct Damage and causing Bleed for 45% of Attack over 5 seconds
•After launching this Special, Lockdown gains a Ranged Critical Rate Buff for 6 seconds, but this can only activate if Lockdown has completed his first and second Task. Crit Rate is increased by 10~25%.
SP3: Contract Fulfilled
Lockdown transforms into his car mode and starts accelerating whilst firing missles that land a direct hit on the Opponent, launching them into the air. Lockdown proceeds to transform back into robot mode, snatches the Opponent with his sharp hook and throws them across the map. The Opponent starts to get up, not noticing Lockdown transforming his face into its sniper mode. The Opponent turns around, only to be met with a bullet fired in between their eyes. Lockdown's face shifts back to normal and he does a fighting stance.
•Missle Blasts have 75% Armor Piercing
•Hook stab has a 75% Chance to Bleed for 50% of Attack over 7 seconds
•Lockdown gains a Ranged Attack Buff for the Duration of the Sniper Shot, increasing Ranged Damage by 100%
•100% Chance to land a Headshot, dealing 100% of Attack as direct Damage and causing Bleed for 50% of Attack over 7 seconds.

I actually never knew that guy in Animated was Lockdown until I looked it up lol. I really did like his design in animated and that RotF figure looks like a pretty good representation of it. But it wouldn't have worked for Transformers 4 since it wouldn't fit the theme of Colorless Bad Guys from the rest of the movies. If only the movies embraced the 80''s cheese and gave the Decepticons some color.
I still like Lockdown nonetheless. He's my favorite villain in the Bayformers franchise and he's definitely the Bayverse Bot I want the most in the game. Too bad he suffered from another Bayverse troupe and died in the movie he was in.

Perceptor will use a single (weaker, mind you) duplicate attribute from other bots who are strong match-ups against his opponent that will give him the edge.
OR
Perceptor is a fluid class and can modify his basic attributes to that of another class that is better than his opponent's class. As you can see, this is a problem with S-1000 and no-class Megatronus, but other than that, it's a way to increase his chances of success.
